PG&E keeps $2 billion investment deferral in focus as wildfire financing debate continues

PG&E plans about $11.4 billion of investment in 2027 after a $2 billion deferral. Financing-cost claims, a negative rating outlook and actual grid construction are separate issues.

PG&E is continuing a strategic review and a plan to defer about $2 billion of investment in 2027, leaving approximately $11.4 billion planned for that year. The company announced the revision on September 2. Utility Dive reported on October 23 that financing costs and wildfire liability remained central issues in its latest earnings discussion.

The September announcement says the deferral would reduce PG&E's debt financing needs by about $2 billion while critical safety programs and compliance obligations continue. This is a planned reduction in work and borrowing, not evidence that every affected customer has already received a lower bill.

PG&E's September 11 explanation says some reliability improvements, new customer connections and new energy-supply connections may take longer. It says affected projects have not yet been included in customer rates. The company says it will work with customers and partners if schedules change.

Utility Dive reports that CEO Patti Poppe said debt issued as sub-investment grade since 2017 would cost customers an additional $4 billion in interest over the life of that financing. That is an attributed estimate about historical debt, not a new $4 billion charge or a statement that every current PG&E rating is below investment grade.

The same report says Fitch moved its outlook for PG&E Corp. and its utility to negative from stable while maintaining a BBB- rating. A negative outlook and a rating downgrade are different decisions. The brief does not treat an outlook change as proof that Fitch cut that rating below investment grade.

The company's strategic review covers regulatory, financial, operational and organizational alternatives. Its stated goals include affordable financing, safety and reliability, but the announcement warns that outcomes and benefits remain uncertain. The review is not a completed restructuring or an assurance that deferred grid connections will be restored on a fixed date.
