Norfund and Impact Fund Denmark sign for 49% of Philippine solar project, pending approval

Vena Energy, Norfund and Impact Fund Denmark announced October 16 that the funds have signed agreements to invest in a combined 49% equity interest in the 500 MWp Ixus Bugallon solar project in the Philippines. Completion remains subject to Philippine Competition Commission approval and other customary closing conditions. Signed agreements should not be reported as an already completed acquisition.

The project is in Bugallon, Pangasinan, and was awarded under the Philippine Department of Energy's second Green Energy Auction Program. The 500 MWp figure is the announced project capacity, not annual electricity production or capacity currently delivering power to households. Vena's original release identifies Ixus Bugallon as under construction.

The October agreement follows the project's financial close in July 2026, when it secured approximately $310 million in senior debt financing from eight international banks. The release does not identify that debt figure as the price paid for the new equity interest. Nor does it give an individual household's electricity tariff or expected bill reduction.

The release distinguishes the 500 MWp Ixus Bugallon project from Vena Energy's existing, adjacent 550 MWp Bugallon solar project. A photograph of the operating neighboring project is not evidence that the new project has already been commissioned. The two capacities describe different projects and should not be swapped or combined into an operating-capacity claim.

Vena says the transaction, once completed, would bring the two funds alongside it while retaining Vena's long-term ownership and operational involvement. The announcement does not state a new completion date or a guaranteed commissioning date for the solar project. Those remain separate from the agreement's October 16 announcement date.

The two original sources give different annual emissions-avoidance estimates, so no single estimate is repeated here as a verified operating result. The grounded development is the conditional investment agreement and financing background, not a measured emissions reduction or promised household saving. Readers should retain the closing conditions when assessing the project's progress.
