Maryland conditionally selects 440 MW of four-hour storage, estimates 6.98 cents a month in residential costs

The Maryland PSC selected the 400 MW Chalk Point and 40 MW Jade Meadow III projects on October 1. The four-hour storage awards have flat 15-year terms and an estimated combined cost of 6.98 cents per month for a typical residential customer. Construction still needs approval.

The Maryland Public Service Commission announced October 1, 2026 that it conditionally selected two transmission-connected energy storage projects for Energy Storage Capacity Credit awards. The projects are Chalk Point Storage in Aquasco, Prince George's County, at 400 MW, and Jade Meadow III in Barton, Garrett County, at 40 MW.

Together they represent 440 MW of potential storage capacity with four-hour durations. The awards have flat 15-year terms and remain subject to the commission's conditions and obligations. These selections are not operating batteries or final construction approvals.

The commission estimates the combined cost at 6.98 cents per month for a typical Maryland residential customer. That is cents, not dollars. It is an estimate for the selected projects, not a claim that every household will see an identical bill change. Energy Storage Capacity Credits are intended to provide a stable revenue stream that helps projects secure financing despite uncertainty in future PJM capacity market prices.

Round 1 sought 800 MW, so the 440 MW selected falls below the target. The commission did not select the 500 MW Oystercatcher proposal and rejected a late proposed increase of Chalk Point from 400 MW to 535 MW for this round. Those proposals can be considered in a later process rather than counted in the current awards.

Chalk Point would sit at an existing power plant site; Jade Meadow III would combine solar and storage at a reclaimed coal mine. Both must apply for construction approval, with further hearings on safety, siting and environmental issues. The commission plans to issue the second-round request for applications by January 1, 2027.
