IEEFA warns Dominion-NextEra merger plan could challenge Virginia offshore wind
IEEFA's October 8 briefing says the revised merger agreement omits offshore wind. This is the analyst's assessment, not a regulator ruling or proof a project has been canceled.

The Institute for Energy Economics and Financial Analysis published an October 8, 2026 briefing by energy finance analyst Dennis Wamsted on the proposed Dominion Energy and NextEra merger. Its concern is how the transaction could affect future electricity-resource decisions in Virginia.
IEEFA says September's revised merger agreement does not mention offshore wind. It argues that the omission deserves attention from regulators and state leaders given Dominion's existing offshore wind investment and NextEra's stated skepticism toward that technology. These are IEEFA's findings and arguments, not an independent ruling by this publication.
The release contrasts Dominion's operating offshore wind pilot with its coal plants and discusses the larger Coastal Virginia Offshore Wind project. It uses those examples to question future resource choices. The analysis does not establish that the merger has been approved, that an operating project has been canceled, or that future offshore wind construction is legally prohibited.
For customers, the unresolved question is which generation resources and costs would be accepted in subsequent regulatory decisions. This brief does not turn IEEFA's criticism into a guaranteed bill increase or saving. A proposed corporate transaction and a household's final rate are different things.
