The Department of Energy announced on October 5, 2026 a conditional loan commitment of up to $4.2 billion to finance upgrades and modernization across Vistra's nuclear fleet in Pennsylvania and Ohio. The commitment comes from DOE's Office of Energy Dominance Financing.
DOE says the projects would preserve nearly 4 gigawatts of existing baseload power and add 433 megawatts of new nuclear capacity. The planned investments cover Beaver Valley in Pennsylvania and Davis-Besse and Perry in Ohio. The agency says the work would support operation for an additional 20 years beyond the plants' existing licenses. That is the stated aim of the investments, not a claim that new licenses have already been issued.
The commitment also includes an option to finance potential future uprates at Comanche Peak in Texas. An option is not a completed project.
The financing is conditional. DOE explicitly says Vistra must satisfy technical, legal, environmental and financial conditions before definitive financing documents are signed and the loan is funded. The announced amount is a ceiling, not cash already disbursed.
More output from existing plants could help meet rising demand in PJM, but this release does not establish a specific household bill reduction or an in-service date for the new capacity. DOE's cost and reliability claims remain projected outcomes.
